1.  INTRODUCTION

This rule describes standards and procedures of the Department of Statistics for post tenure review of faculty.  It supplements NC State University’s Academic Tenure Policy and Regulation on Post Tenure Review of Faculty.  To the extent of any inconsistency, the Academic Tenure Policy and Post Tenure Review Regulation control. The Department Head is responsible for assuring that the procedures as set forth in NCSU REG05.20.04 – Post Tenure Review of Faculty and this Rule are followed.

2.  POST TENURE REVIEW COMMITTEE (PTRC)

2.1 Selection

2.1.1 The PTRC shall consist of five members selected from among the tenured faculty of the Department of Statistics, each serving three years on a rotating basis.  At all times, at least three members will be full professors, and at least one will be a tenured associate professor.  All tenured faculty in the department are eligible to serve on the PTRC.  In the event that members of the seated PTRC have a conflict of interest with a faculty member being reviewed, they will recuse themselves. In the event that more than two members have a conflict, the faculty will elect alternate members to the committee to serve for that year only.

2.1.2 The Department Head will designate the PTRC chair from among those members having served on the committee for at least one year.  The PTRC Chair shall familiarize himself or herself with the applicable policies and regulations.

2.1.3 The Department Head shall appoint the PTRC.

2.2 Meeting Schedule

The PTRC Chair will meet with the Department Head to learn who will be reviewed during a given year and to agree upon a schedule.  The main review will be held in the spring after the department has assembled the required materials from each faculty member to be reviewed, as set forth in Section 5.2 of university NCSU REG05.20.04 – Post Tenure Review of Faculty.

The PTRC Chair will schedule all meetings, coordinate with the Department Head, and prepare and transmit reports from the committee to the Head and to the faculty members reviewed.

3. DOCUMENTATION PROVIDED TO THE PTRC

The documentation provided to the PTRC is set forth in Section 5.2 of NCSU REG05.20.04 – Post Tenure Review of Faculty.

4. PERFORMANCE STANDARDS

4.1 Standards for Associate Professor

Associate Professors are to be evaluated to determine if they are performing the realms of responsibility set forth in their Statement of Faculty Responsibilities at the Associate Professor standard as set forth in the Department’s Rule on Reappointment, Promotion and Tenure Standards and Procedures. Based on the documentation provided, the PTRC will determine whether or not the faculty member’s performance meets expectations, and, in the most exceptional cases may decide that the performance exceeds expectations.

Performance that exceeds expectations is often recognized externally, for example, election as a Fellow of the American Statistical Association or the Institute of Mathematical Statistics, or a similarly prestigious academic society, except for a society in which Fellowship is the ordinary membership category.  But “performance that exceeds expectations” could also be demonstrated by exceptional grant and research activity or exceptional mentoring and teaching.

4.2 Standards for Professor

Professors are to be evaluated to determine if they are performing the realms of responsibility set forth in their Statement of Faculty Responsibilities at the standard set forth in the Department’s Rule on Reappointment, Promotion and Tenure Standards and Procedures.   Based on the documentation provided, the PTRC will determine whether or not the faculty member’s performance meets expectations, and, in the most exceptional cases may decide that the performance exceeds expectations.

Performance that exceeds expectations is often recognized externally, for example, election as President of the American Statistical Association or the Institute of Mathematical Statistics, or a similarly prestigious academic society; election to the National Academy of Sciences; election as a Fellow of the American Association for the Advancement of Science.  But “performance that exceeds expectations” could also be demonstrated by exceptional research activity, mentoring, or teaching, for example by receipt of one of the UNC Board of Governors’ awards or an NC State campus-wide award.
