As an agency of the state of North Carolina, NC State University is required to follow various federal and state laws and regulations, as well as policies and regulations of the University of North Carolina.

1. Purpose: To comply with State of North Carolina Purchasing laws and rules for benchmark spending as noted under GS 143-53(a)(2) and GS 116-31.10.

All agencies, including the universities, are required by General Statues to purchase from state contract vendors. Such purchases must be made in accordance procedures in the detailed in the State of North Carolina Agency Purchasing Manual, web site www.doa.state.nc.us/PandC/agpurman.htm. A State Term Contract is an agreement with specific vendors for state agencies to purchase specific goods and/or services, at a precise price or discount, during a defined period of time.
