1. INTRODUCTION
1.1 Background and Scope
1.1.1 The Board of Trustees, acting through the delegated authority of the Buildings and Property Committee, approved the Physical Master Plan, Framing the Future, on June 29, 2023. The Master Plan established a Campus Development Process to ensure that the most transformative university projects are prioritized, input is inclusive of all interested stakeholders, strategic criteria are used to prioritize projects, and reporting on results is transparent so the campus community understands the status of all potential projects.
1.2 Governance and Oversight
1.2.1 The Campus Development Committee (hereinafter referred to as “the Committee”) is a three-member committee chaired by the Executive Vice Chancellor and Provost with the other two members being the Executive Vice Chancellor, Finance and Administration and the Vice Chancellor, Research and Innovation. Subject to the powers and duties of the Board of Trustees, the Committee is responsible for the strategic governance and oversight of all major campus development initiatives through the Campus Development Process, and the Committee approves all allocations of university space including leased space.
1.2.2 The Committee ensures that all major capital initiatives, defined as new construction, renovation, and/or infrastructure initiatives with budgets of $4,000,000 (four million dollars) or more and those that have a significant institutional impact, align with the university’s Strategic Plan, Physical Master Plan, and institutional priorities.
1.2.3 To support its efforts, the Committee oversees two subcommittees: the Campus Planning Subcommittee and the Project Execution Subcommittee.
2. CAMPUS DEVELOPMENT PROCESS
2.1 Purpose
All campus development requests with a budget of $4,000,000 or more must be submitted during the “Call for Needs” step within the “Define Needs” phase of the university’s Campus Development Process. This requirement ensures that all major projects undergo a thorough, strategic, and inclusive evaluation process, thereby aligning with the university’s Physical Master Plan and strategic objectives. Submissions during the “Call for Needs” step are mandatory for all initiatives totaling $4,000,000 or more; however, exceptions to the “Call for Needs” step may be considered in accordance with the criteria set forth in Section 4 below. Such exceptions require formal review and approval by the Campus Development Committee as outlined in Section 4 (Exceptions).
2.2 Process
The Process consists of two stages: planning and execution. Each stage includes several phases, which are further defined by specific steps and milestones. The entire process can span multiple years, depending on the unique scope of each initiative. To participate in the process, every participant must complete the online asynchronous course Physical Master Plan Orientation Level I via REPORTER.
3. CALL FOR NEEDS PROCEDURE
3.1 Eligibility and Submission
3.1.1. Campus development requests are submitted by a college/unit.
3.1.2. All submissions must be endorsed by the college/unit facility coordinator, department/unit head, and dean or vice chancellor.
3.1.3. A campus development request constitutes a formal proposal outlining the physical needs of the department/unit, with a projected budget of $4,000,000 or more.
3.1.4. The “Call for Needs” will be announced biennially via official memorandum from Campus Planning and Strategic Investment in the Facilities Division.
3.1.5. Completed campus development request forms must be submitted to the designated email address: group-campus-dev-request@ncsu.edu.
3.1.6. A representative from Facilities Campus Planning and Strategic Investment will be assigned to assist each submitting unit throughout the process.
4. EXCEPTIONS
4.1 Exceptions to the “Call for Needs” requirement will be considered only in cases of:
- Unforeseen emergencies impacting life safety or critical infrastructure, or
- Time-sensitive opportunities that directly advance the university’s strategic goals.
4.1.1 The Committee will review and approve or deny exception requests based on their alignment with institutional priorities and the best interests of the university. Documentation of approved exceptions will be maintained by the Facilities Division.
