1. INTRODUCTION

This rule provides the standards and procedures for appointment and promotion of professional faculty in the Department of Psychology at North Carolina State University. NC State uses the term “professional faculty” rather than “special” or “non-tenure track” faculty. This rule is supplemental to university and college rules on the appointment and promotion of professional faculty. Only faculty appointed at 0.75FTE and above are eligible for promotion. Department standards for appointment and promotion of Lecturers and Senior Lecturers are maintained at the department website linked under Additional References. The Department recognizes that the specific activities upon which professional faculty are evaluated will vary.

Consistent with NCSU REG 05.20.34—Professional Faculty Ranks and Appointments, professional faculty with professorial ranks must be in one of the following tracks. These titles can also be modified by “adjunct.”

1.1 Clinical: A full-time (>.75 FTE) or part-time (<.75 FTE) contract with a principal responsibility in clinical practice or clinical research. Professorial ranks in this track are Assistant Clinical Professor, Associate Clinical Professor, and Clinical Professor.

1.2 Extension: A full-time (>.75 FTE) or part-time (<.75 FTE) contract with a principal responsibility in extension and engagement. Professorial ranks in this track are Assistant Extension Professor, Associate Extension Professor, and Extension Professor.

1.3 Research: A full-time (>.75 FTE) or part-time (<.75 FTE) contract with a principal responsibility in research. Professorial ranks in this track are Assistant Research Professor, Associate Research Professor, and Research Professor.

1.4 Teaching: A full-time (>.75 FTE) or part-time (<.75 FTE) contract with a principal responsibility in teaching. Professorial ranks in this track are Assistant Teaching Professor, Associate Teaching Professor, and Teaching Professor.

1.5 Of the Practice: A full-time (> .75 FTE) or part-time (<.75 FTE) contract with a practitioner with significant experience in his or her field. Professorial ranks in this track are Assistant Professor of the Practice, Associate Professor of the Practice, and Professor of the Practice.

2. AREAS OF FACULTY RESPONSIBILITY

All professional faculty in the department are expected to engage in teaching, research, service or other responsibilities as determined by their Statements of Faculty Responsibilities (SFRs) where realms of responsibility are greater than zero.

3. GENERAL STANDARDS

At the departmental level, the review of candidates will employ standards generally consonant with those of the College and University, while specifically suitable for faculty members in the Department. These standards are applied with the expectation that faculty who are appointed and promoted within the Department are highly qualified within their discipline, as demonstrated by their teaching, service, and other relevant areas of responsibility, and that these are consistent with the needs and resources of the university. The merit of the faculty member’s performance, rather than time in rank, is the basic standard for all recommendations for promotion. However, the dossier must demonstrate that the faculty member has established a record of performance at NC State consistent with promotion criteria.

4. TITLE CHANGE FROM SENIOR LECTURER RANK TO ASSISTANT PROFESSOR

4.1 Clarification of the relationship of Senior Lecturer to Assistant Professor rank. A title change from Senior Lecturer to Assistant Professor may be a made when a Senior Lecturer acquires a new professional credential (e.g., PhD degree) and there are no substantive changes in duties and expectations.

4.2 In accordance with CHASS RUL 05.67.413-College of Humanities and Social Sciences Appointment and Promotion of Professional Faculty Standards and Procedures, a title change from Senior Lecturer to Assistant Professor is solely a function of a change in credential, title changes may be granted effective 1 January or 1 July following proof of credential attainment. The college human resources department must be notified of any changes in title.

4.3 If a title change from Senior Lecturer to professional Assistant Professor represents a change in duties and expectations, and is not only a change in credential, then departments must conduct an open search for faculty qualified to hold a professional Assistant Professor position or secure a waiver for such appointment. Senior Lecturers may apply for such positions, but are not guaranteed such a position.

5. STANDARDS FOR APPOINTMENT/PROMOTION TO PROFESSIONAL ASSISTANT PROFESSOR

5.1 For university criteria for qualifications of Assistant Professors, see Section 5.1.1 of Regulation 05.20.34.

Realms of Responsibility (varies depending on track—teaching, clinical, extension, research, practice):

5.1.1 All faculty appointed to the rank of Assistant Professor must hold the terminal degree for their field.

5.1.2 Terms of appointment for professional faculty with 0.75 FTE or more must be a minimum of two years. Consistent with CHASS RUL 05.67.413, the Department Head may request an exception from the Dean where a shorter-term is needed and should provide justification (e.g., emergency, temporary appointment to assume duties of a faculty member on leave).

5.1.3 All faculty at .75 FTE or more holding Assistant Professor rank or higher must have a Statement of Faculty Responsibilities (SFR) defining their realms of faculty responsibilities.

6. STANDARDS FOR APPOINTMENT/PROMOTION TO PROFESSIONAL ASSOCIATE PROFESSOR

6.1 For university criteria for Associate Professors, see Section 5.1.2 of Regulation 05.20.34.

Realms of Responsibility:

6.1.1 Must show a recognized ability and potential for excellence in realms of faculty responsibility as specified in SFR. Examples of excellence in teaching include, but are not limited to, student and peer evaluations, nominations for teaching awards, teaching and curricular innovations, and presentations or publications on the scholarship of teaching. Examples of excellence in clinical practice include, but are not limited to, supervision of graduate student clinicians in performing duties related to assessment, intervention, and consultation. Examples of extension and practice include, but are not limited to, efforts to contribute to program design that focus on coordinating educational activities with stakeholders from the non-NCSU community. Examples of excellence in research include, but are not limited to, nominations for research awards and presentations or publications that further knowledge development and scholarship.

6.1.2 Must show demonstrated ability to direct activities in one or more realms of faculty responsibility. Examples of demonstrated ability to direct activities include, but are not limited to, developing and implementing programs that guide, support, or substantively inform the department’s mission and curricular policies, and that mentor and foster graduate students’ professional preparation. These activities could apply to clinical, research, or extension domains where graduate students are gaining job-related experience.

6.1.3 Must show demonstrated ability and willingness to participate in department, college and/or university affairs (including but not limited to service on committees, programs task forces, and special projects).

6.2 All Associate Professors shall meet the minimum qualifications and terms of appointments for Assistant Professors (i.e., a terminal degree, minimum two-year appointment) and have an SFR.

6.3 At a minimum, standards for promotion will require significant accomplishments beyond those required for the previous rank and appropriate to appointment at the more advanced rank. That is, faculty seeking promotion from Assistant Professor to Associate Professor must show evidence qualifying for promotion accrued since their appointment to Assistant Professor.

7. PROMOTION TO PROFESSIONAL PROFESSOR

7.1 For university criteria for Professors, see Section 5.1.3 of Regulation 05.20.34.

Realms of Responsibility:

7.1.1 Must show distinguished achievement in the realms of faculty responsibility as specified in SFR. Examples of distinction in include, but are not limited to, student and peer evaluations, nominations for teaching awards, curricular innovations, and presentations or publications on the scholarship of their realm of responsibility.

7.1.2 Must show demonstrated ability to direct activities in one or more realms of faculty responsibility as specified in the SFR. Examples of demonstrated ability to direct activities include, but are not limited to, community engagement, involvement of students and other faculty in curricular change, or service to national and international organizations that raise the profile of North Carolina State University.

7.1.3 Must show established national reputation for the realms of responsibility as specified in the SFR (such as invited talks, conference presentations and publications, leadership and awards in professional societies).

7.1.4 Must show demonstrated ability and willingness to participate in department, college and/or university affairs (including but not limited to service on committees, programs task forces, and special projects), as specified in an SFR.

7.2 All Professors shall meet the minimum qualifications and terms of appointments for Associate Professors (i.e., a terminal degree, minimum two-year appointment), and have an SFR.

7.3 At a minimum, standards for promotion will require significant accomplishments beyond those required for the previous rank and appropriate to appointment at the more advanced rank. That is, faculty seeking promotion from Associate Professor to Professor must show evidence qualifying for promotion accrued since their appointment to Associate Professor.

8. RULES AND PROCEDURES FOR PROFESSIONAL TRACK PROMOTIONS

8.1 Departmental rules and procedures for the timetable and promotion process conform to those of the College, as outlined in RUL 05.67.413.

8.1.2 For purposes of departmental votes on professional faculty appointments, members of the DVF include those who are at the rank or above of the rank being sought.
