- INTRODUCTION
This rule describes the reappointment, promotion and tenure (RPT) procedures for the Division of Academic and Student Affairs, which includes University College (DASA/UC), and is supplemental to and consistent with NCSU POL05.20.01 – Appointment, Reappointment, Promotion and Permanent Tenure. DASA/UC recognizes that the specific scholarly activities upon which faculty will be evaluated may vary within and across departments. The framing of discipline-specific standards used to evaluate faculty members for reappointment, promotion, and tenure is the responsibility of the academic department and reflects an expectation of high-level faculty performance in their respective disciplines.
- AREAS OF FACULTY RESPONSIBILITY
2.1 NC State University specifies contributions in six realms of faculty responsibility as defined in NCSU REG 05.20.27- Statements of Faculty Responsibilities as the principal standards for decisions about reappointment, promotion and tenure. DASA/UC recognizes the importance attached to these realms of responsibility. As a matter of principle, DASA/UC leaves the determination of specific standards for contribution in these realms to individual departments within DASA/UC.
2.2 The standards used in evaluating the performance of faculty members should reflect a high level of expectation for the discipline and the mission of the department and DASA/UC.
2.3 The Statement of Faculty Responsibilities (SFR) should reflect an appropriate mix of realms supportive of the department and DASA/UC missions.
2.4 DASA/UC recognizes that collegiality, collaboration and cooperative interaction with other faculty, staff and/or students may contribute to a faculty member’s productivity across their realms of responsibility. While these factors in and of themselves are not performance standards, a lack of them may be acknowledged in an evaluation process to the extent that it served as a factor in an assigned realm of responsibility.
- GENERAL STANDARDS AND CRITERIA
3.1 At the college-level of review, the review of candidates will employ the standards of the university, standards in this rule, and the department’s definition of standards in the realms of faculty responsibility with the expectation that faculty who are appointed and promoted within DASA/UC are highly qualified within their discipline.
3.2 The merit of the faculty member’s performance is the basic standard for all recommendations for promotion. The dossier must demonstrate that the faculty member has established a record of performance at NC State consistent with promotion criteria. Individual accomplishments are of primary importance, but contributions to the success of the department, DASA/UC, and university must be considered along with individual accomplishments.
3.3 Reappointment as Assistant Professor on the tenure track requires that the individual be making satisfactory progress towards meeting the standards for promotion to the rank of Associate Professor with tenure as outlined in the departmental rule for reappointment, promotion and tenure.
3.4 Promotion to Associate Professor with tenure requires that a candidate meet the standard for promotion to Associate Professor with tenure as outlined in the departmental rule for reappointment, promotion and tenure.
3.5 Promotion to Professor requires that a candidate meet the standards for appointment or promotion to Associate Professor with tenure and have demonstrated a proven record of distinguished achievement in keeping with requirements for promotion to Professor as outlined in the departmental rule for reappointment, promotion and tenure.
- PROCEDURES FOR FACULTY REVIEW IN DASA/UC
4.1 At initial appointment and at each subsequent annual review, each faculty member will discuss their responsibilities, expectations, and desired outcomes for reappointment, promotion, and tenure with the Department Head.
4.2 An Assistant Professor with a record of exceptional performance may request consideration for promotion and tenure before their mandatory year as noted in NCSU REG 05.20.31 – Tenure Clock.
4.3 Departmental Voting Faculty
4.3.1 For RPT actions, the Departmental Voting Faculty (DVF) will be convened and chaired by a Professor appointed by the Department Head, as per NCSU POL 05.20.01–Appointment, Reappointment, Promotion and Permanent Tenure.
4.3.2 The Department Head does not participate in the discussion, nor does the Department Head vote with the DVF.
4.3.3 The materials, assessments, and decisions of the DVF are to be maintained as confidential through the RPT process as outlined in NCSU POL 05.20.01–Appointment, Reappointment, Promotion and Permanent Tenure. Any discussion among members of the DVF must be during the official DVF meetings only.
4.3.4 If a DVF member cannot attend an official DVF meeting, they may submit a written vote accompanied by a written evaluation in accordance with the procedures for absentee members outlined in their department rule. These votes will be recorded with the secret ballot tally.
4.3.5. The recommendations of the DVF and the Department Head are communicated to the candidate via the Faculty Excellence Portal (FEP). The recommendations of the DVF and Department Head are forwarded to the VC/Dean and the College Reappointment Promotion and Tenure Committee (CRPTC).
4.4 DASA/UC Reappointment Promotion and Tenure Committee (CRPTC)
4.4.1 The purpose of the college-level review is to assess promotion recommendations from academic departments and to provide advice to the VC/Dean about whether departmental recommendations meet DASA/UC expectations. This role is carried out by the CRPTC. The CRPTC must provide a formal advisory vote and written assessment of each candidate for promotion in rank. This vote and written assessment are part of each candidate’s dossier as it moves forward to the VC/Dean and the university level.
4.4.2 The CRPTC also serves as the review body for initial appointments in ROTC departments (see NCSU RUL 05.67.12–Division of Academic and Student Affairs Subsequent Appointment and Promotion Standards and Procedures).
4.4.3 The CRPTC shall consist of at least three tenured full professors who are to serve on a two-year rotating basis. For years when the CRPTC is considering one or more professional track faculty promotions, the CRPTC shall also include three professional track faculty members at the rank of Teaching Professor. Additional CRPTC members at the rank of Associate Teaching Professor may be appointed to the CRPTC at the VC/Dean’s discretion but will be eligible to discuss and vote on promotion from assistant to associate only. Professional track faculty members are eligible to discuss and vote on the professional track faculty promotion cases but are not eligible to vote on tenure track cases. The VC/Dean appoints all CRPTC members. If DASA/UC does not have a sufficient number of faculty who meet the above requirements, the VC/Dean may appoint faculty members from other colleges who meet the requirements. Administrators at the department head level or above may not serve on the CRPTC. The VC/Dean designates the CRPTC chair. .
4.4.4 The CRPTC shall provide an independent assessment of the candidate based on the RPT criteria of DASA/UC. The CRPTC shall communicate their recommendations to both the candidate and the VC/Dean via the FEP.
4.4.5 Members of the CRPTC shall only cast votes pertaining to the candidate at the college level and not as a part of their DVF. In all circumstances, members may only have one vote for any candidate during the process
4.4.6 The VC/Dean will also make an independent decision on the candidate. These findings shall be communicated with the candidate via FEP.
4.4.7 The office of the VC/Dean will be responsible for forwarding the completed dossier to the office of the Provost via FEP in cases of promotion, conferral of tenure, and non-reappointment. The VC/Dean is the final decision maker in cases of reappointment.
4.5 Promotion Dossier
The promotion dossier shall be assembled by the candidate in consultation with the Department Head. Dossier instructions follow the format stipulated in NCSU REG05.20.20 – Reappointment, Promotion, and Tenure Dossier Format Requirements.
- EXTERNAL EVALUATIONS
DASA/UC requires external evaluations for faculty promotions to the rank of Associate Professor, Associate Professor with tenure, and Professor. External evaluation requirements for Professional Track faculty in DASA/UC are defined in NCSU RUL 05.67.12 – Division of Academic and Student Affairs/University College Subsequent Appointment and Promotion Standards and Procedures.
- CONSULTATION
Consultations, Recommendations, and Decisions follow the procedures defined in NCSU POL05.20.01 – Appointment , Promotion and Permanent Tenure and NCSU REG 05.20.05 Consultation and Written Assessments, Recommendations and Responses in RPT Review.
- SCHEDULE FOR FACULTY REVIEW AND PROMOTION
The following schedule establishes target dates for specific actions. Dates will be adjusted annually to align with the Provost’s published dates for the RPT process. These dates should be reviewed in conjunction with departmental dates.
- January of year prior to RPT action: Department head and candidate consultation
- Early April: submission of potential external evaluations
- Mid-September: submission of dossier in FEP
- Mid-to-late October: completed DVF review and notification of recommendation
- Mid-to-late November: completed CRPTC review
