  1. INTRODUCTION

This regulation describes standards and procedures for post tenure review of faculty in the Department of Educational Leadership, Policy and Human Development.  It supplements NC State University’s Academic Tenure Policy and Regulation on Post Tenure Review of Faculty.  To the extent of any inconsistency, the Academic Tenure Policy and Post Tenure Review Regulation control. The Department Head is responsible for assuring that the procedures as set forth in NCSU REG05.20.04 – Post Tenure Review of Faculty and this Rule are followed.

  1. STANDARDS FOR MEETS EXPECTATIONS

2.1. Standards for Associate Professors and Professors

All faculty being reviewed are to be evaluated to determine if they meet the expectations at the level set forth in their Statement of Faculty Responsibility (SFR).  It is important that if a faculty member’s roles and responsibilities change then the SFR should be changed.

  1. STANDARDS FOR EXCEEDS EXPECTATIONS

3.1 Standards for Associate Professor

3.1.1 In order to receive a judgment of ‘exceeds expectations’ an associate professor must provide evidence of accomplishments in their realms of responsibility as described in their Statement of Faculty Responsibility and that far exceeds the standard set forth for associate professor in the Department Rule on Reappointment, Promotion and Tenure Standards and Procedures.

3.1.2 In addition, associate professors must also present evidence that they are significantly exceeding the standards for promotion to associate professor as set forth in NCSU POL05.20.01 Appointment, Reappointment, Promotion and Tenure and those in RUL 05.67.204 College of Education Reappointment, Promotion and Tenure Standards and Procedures.

Some examples of evidence that could result in a judgment of ‘exceeds expectations’ might include, but are not limited to, one or more of the following: an extraordinary number of refereed publications, extraordinary external funding awarded, extremely prestigious national/international awards, or extraordinary student and peer teaching evaluations.

3.2. Standards for Professor

3.2.1 In order to receive a judgment of ‘exceeds expectations’ a professor must provide evidence of accomplishments in their realms of responsibility as described in their Statement of Faculty Responsibility, and that far exceeds the standard set forth for professor in the Department Rule on Reappointment, Promotion and Tenure Standards and Procedures.

3.2.2. In addition, professors must also present evidence that they are significantly exceeding the standards for promotion to professor as set forth in NCSU POL05.20.01 Appointment, Reappointment, Promotion and Tenure and those in Rul05.67.204 College of Education Reappointment, Promotion and Permanent Tenure Standards and Procedures.

  1. PROCEDURES

4.1 Post Tenure Review Committee (PTRC) Selection

The Post Tenure Review Committee (PTRC) for review of Associate Professors will consist of all tenured Associate and Full Professors in the department. The Post Tenure Review Committee (PTRC) for review of Professors will consist of all tenured Professors in the department. A faculty member may be excused from service by the Department Head on the PTRC for a particular year when conflicting circumstances arise. A tenured faculty member shall participate in the PTR process as a member of the DVF even if they are also under review themselves in that year. However, they are prohibited from participating in discussions of and voting on their own dossier.

4.2 Post Tenure Review Committee Operations

4.2.1 Meeting Schedule

In December the Department Head will designate a member of the PTRC to convene a meeting in early January. Once the meeting is convened the PTRC will elect a chair. Each academic year (but no later than early February) the PTRC will review every tenured faculty member scheduled for review.

4.2.2 Deadline for PTR Materials

Faculty undergoing PTR must submit their required materials no later than December 1.

4.2.3 Determination of “Meets”, “Exceeds” or “Does Not Meet”

After reviewing relevant information, the PTRC will vote on whether the faculty member meets, exceeds, or does not meet the performance criteria. In the case of a determination of “does not meet” the steps described in Section 7.5 of NCSU REG05.20.04 – Post Tenure Review of Faculty will be followed.  The PTRC decision is final.

4.2.4 Report to Department Head/Chair

Following its deliberations the PTRC will provide written assessment of the results to the department head for all faculty under review.  The Department Head will provide the assessments to the faculty under review.

4.2.5 When the PTRC finds that the faculty member does not meet the performance criteria, it will provide to the department head a written description of the deficiencies, written advice regarding improvement, which may be considered by the department head and faculty member for inclusion in a new plan for professional development, and provide the faculty member an opportunity to consult with the PTRC regarding its assessment of performance and its advice regarding improvement.

4.3 Material Submitted by Faculty Member under Review

The documentation provided to the PTRC is set forth in section 5.2 of university NCSU REG05.20.04 – Post Tenure Review of Faculty.

4.4 Departmental Post Tenure Review Schedule

The Department Head will inform faculty members to be reviewed no later than September 1 of the deadline for submission of the PTR required materials. Those faculty members who meet performance expectations will be informed in the late spring semester after the PTRC reports to the department head and a decision is reached.
