1. INTRODUCTION        

This rule describes standards and procedures of the Department of Civil, Construction, and Environmental Engineering for post tenure review of faculty.  It supplements NC State University’s Academic Tenure Policy and Regulation on Post Tenure Review of Faculty.  To the extent of any inconsistency, the Academic Tenure Policy and Post Tenure Review Regulation control.  The Department Head is responsible for assuring that the procedures as set forth in NCSU REG05.20.04 – Post Tenure Review of Faculty and this Rule are followed.

2. Post Tenure Review Committee (PTRC) 

2.1 Selection

The Chair of the Department’s Reappointment, Promotion and Tenure Committee (RPTC) Committee serves as the PTRC Chair.  The PTRC is initially comprised of all Professors (with the exception of the faculty member being reviewed).  For both associate and full professors, if the PTRC determines that a faculty member does not meet expectations, then the case will be reviewed by an expanded PTRC, which will include all tenured faculty (other than the faculty member being reviewed), and again chaired by the Chair of the RPTC.  The recommendation of the expanded PTRC will be the final recommendation for that academic year.

2.2 Meeting Schedule

2.2.1 The PTRC Chair will meet with the Department Head early in the fall semester to learn who will be reviewed during that year and what the schedule will be.  The review will be held in the spring after the Department has assembled the required materials, as set forth in section 5.2 of NCSU REG05.20.04 – Post Tenure Review of Faculty, from each faculty member to be reviewed.  In the fall of the academic year of the required review, the Department Head will inform the faculty members who are to undergo a post tenure review.

2.2.2 The PTRC Chair will schedule all meetings, coordinate with the Department Head, and will prepare and transmit reports from the committee to the Head.  The Head will be responsible for conveying results to the faculty member(s) reviewed.

3. DOCUMENTATION PROVIDED TO THE PTRC

The documentation provided to the PTRC is set forth in section 5.2 of NCSU REG05.20.04 – Post Tenure Review of Faculty.

4. ADDITIONAL PROCEDURES REQUIRED BY DEPARTMENT

4.1 The Department’s RPTC will review each post-tenure review case in advance of scheduled PTR meetings and summarize the case for the PTRC without making a recommendation. The PTRC will discuss each case and then vote as described below.

4.2 Determination of “Exceeds Expectations” “Meets Expectations” or “Does Not Meet Expectations”

All PTRC voting procedures are the same as those described in NCSU RUL05.67.301 – Department of Civil, Construction, and Environmental Engineering Reappointment, Promotion and Tenure Standards and Procedures for the DVF.  The PTRC will be asked to vote for one of the three performance descriptions listed earlier in this section.  The outcome will be determined as follows:

4.2.1 If greater than 50% of the votes cast support a finding of does not meet expectations, then that finding will be adopted and the case will be referred to the expanded PTRC as described in Section 2.1.  The outcome of the vote of the expanded PTRC will follow the same rules as described in this section.

4.2.2 If greater than 50% of the votes support a finding of exceeds expectations, then the candidate will be found to meet expectations and their performance will be recommended to the department head and dean as exceeding expectations.

4.2.3 In all other voting outcomes, where the sum of votes for meets expectations plus exceeds expectations would be at least 50% of the total votes cast, a finding of meets expectations will be adopted.

4.3 The Department Head will provide at least one month’s notice of the schedule for meetings to discuss comprehensive reviews of tenured faculty. The PTRC will be expected to vote on a given case at the meeting scheduled to discuss that case. Absentee votes will be accepted until 5 PM on the day of the vote unless a PTRC member requests an extension. If an extension is requested, then absentee votes will be accepted until 5 PM on the second business day following the initial vote.

4.4 Report to Department Head

Following the vote, the PTRC will provide a written assessment.  In the event of a vote of does not meet expectations, the assessment must include the items specified in NCSU REG05.20.04 – Post Tenure Review of Faculty.  Any individual being reviewed will be recused during any consideration of their case.  PTRC members are bound to a rule of confidentiality in the review process with respect to deliberations and reports.

5. Performance Standards

As applied to both Associate and Full Professors, expectations of faculty are extremely high and difficult to exceed.  It is expected that over the course of a career, faculty will achieve national and international recognition for their scholarship and leadership.  Such recognition could, for example, be in the form of highly prestigious awards from professional societies or journals.  Given these expectations, a finding of exceeds expectations will require a truly extraordinary record of accomplishment during that particular review period.

5.1 Standards for Associate Professor

The review of Associate Professors is to provide a comprehensive, cumulative assessment to determine whether the tenured faculty member exceeds, meets or does not meet the performance standards as stated in Department RPT NCSU RUL05.67.301 – Department of Civil, Construction, and Environmental Engineering Reappointment, Promotion and Tenure Standards and Procedures for the realms of responsibility described in the Statement of Faculty Responsibilities.

5.2 Standards for Professor

The review of Professors is to provide a comprehensive, cumulative assessment to determine whether the tenured faculty member exceeds, meets or does not meet the performance standards as stated in Department RPT NCSU RUL05.67.301 – Department of Civil, Construction, and Environmental Engineering Reappointment, Promotion and Tenure Standards and Procedures for the realms of responsibility described in the Statement of Faculty Responsibilities.
