  1. INTRODUCTION

1.1 This rule provides the standards and procedures for initial contracts, subsequent contracts, and promotion of lecturers and professional faculty with professorial rank in the Teaching and Of the Practice tracks in the Department of Statistics at North Carolina State University (“NC State”). This rule is supplemental to and consistent with university and college rules on professional faculty. Only professional faculty appointed at 0.75FTE and above are eligible for promotion. The Department recognizes that the specific activities upon which professional faculty are evaluated will vary.

 

  1. AREAS OF PROFESSIONAL RESPONSIBILITY

North Carolina State University specifies contributions in six (6) Realms of Faculty Responsibility as the principal standards for decisions about faculty promotion and subsequent appointment.

Except as provided by NCSU REG 05.20.34 – Professional Faculty Ranks and Appointments, the Department requires that professional track faculty distribute their efforts to some combination of these realms as outlined and proportioned in their Statement of Faculty Responsibilities (SFR).

2.1 The realms of responsibility that are applicable for professional faculty members of the department in the Teaching track are

  • Teaching and Mentoring of Graduate and Undergraduate Students,
  • Discovery of Knowledge through Discipline-Guided Inquiry,
  • Extension and Engagement with Constituencies Outside the University,
  • Technological and Managerial Innovation,
  • Service to Professional Societies and the Discipline and Service and Engagement within the University.

Faculty in the Teaching track have a principal responsibility in the realm of Teaching and Mentoring of Graduate and Undergraduate Students.

2.2 The realms of responsibility that are applicable for professional faculty members of the department in the Of the Practice track are

  • Teaching and Mentoring of Graduate and Undergraduate Students,
  • Discovery of Knowledge through Discipline-Guided Inquiry,
  • Extension and Engagement with Constituencies Outside the University,
  • Technological and Managerial Innovation,
  • Service to Professional Societies and the Discipline and Service and Engagement within the University.

Faculty in the Of the Practice track have a principal responsibility in the realms of Discovery of Knowledge through Discipline-Guided Inquiry and Extension and Engagement with Constituencies Outside the University.

 

  1. GENERAL STANDARDS

3.1 The general standards for initial contracts, subsequent contracts, and promotion in the Department of Statistics follow those in NCSU REG 05.20.34 – Professional Faculty Ranks and Appointments and NCSU RUL 05.67.706 – College of Sciences Standards and Procedures for Reappointment, Promotion and Tenure.  Faculty performance will be evaluated in recognition of the weight of percentages assigned to each realm of responsibility on the Statement of Faculty Responsibilities.

Faculty members may submit evidence of performance in realms in which they have a zero percent (0%) SFR assignment but are not required to do so as a condition of a subsequent contract or promotion.

The merit of the faculty member’s performance, rather than time in rank, is the basic standard for all recommendations for promotion. However, the dossier must demonstrate that the faculty member has established a record of performance at NC State consistent with promotion criteria.

 

3.2 Teaching and Mentoring of Graduate and Undergraduate Students

The Department of Statistics values teaching and mentoring in many forms. Appropriate evidence for evaluation of teaching and mentoring of graduate and undergraduate students may include, but is not limited to, the list below.

3.2.1. Teaching and mentoring indicators:

(a) courses taught

(b) student evaluations

(c) Peer review (required)

(d) service on graduate student committees

(e) special topic courses

(f) teaching innovations

(g) new course development

(h) curriculum development

(i) honors received related to teaching and mentoring

(j) short courses

(k) publications relating to teaching and curriculum; refereed, other

(l) talks relating to teaching and curriculum; contributed, invited

(m) external funding in support of education

(n) other teaching-related achievements

(o) mentoring of undergraduate research and graduate consulting

 

3.3 Discovery of Knowledge through Discipline-Guided Inquiry

The Department of Statistics values discovery of knowledge in many forms. Appropriate evidence for evaluation of discovery of knowledge may include, but is not limited to, the list below.

3.3.1 Discovery of Knowledge through Discipline-Guided Inquiry indicators:

(a) publications in refereed journals

(b) chapters or papers in edited volumes

(c) books published

(d) papers appearing in conference proceedings

(e) other non-refereed publications

(f) grant and contract proposals; submitted, funded

(g) papers presented at meetings and seminars at other institutions; contributed, invited

(h) supervision of graduate student research (MS and Ph.D. production)

(i) letters from external referees

(j) honors received related to research

(k) other research-related achievements

(l) mentoring of undergraduate research and graduate consulting

(m) supervision of graduate student research (MS and Ph.D. production)

 

3.4 Technological and Managerial Innovation

The Department of Statistics values innovation in many forms. Appropriate evidence for evaluation of Technological and Managerial Innovation may include, but is not limited to, the list below.

3.4.1 Technological and Managerial Innovation indicators:

(a) Developing, advocating for, and supporting the adoption of new educational processes and services

(b) Developing, advocating for, and supporting the adoption of new and innovative curriculum products

 

3.5 Extension and Engagement with Constituencies outside the University

The Department of Statistics values extension and engagement in many forms. Appropriate evidence for evaluation of extension and engagement may include, but is not limited to, the list below.

3.5.1 Extension and Engagement with Constituencies outside the University indicators:

(a) consulting volume

(b) established collaborative relationships

(c) joint authorships on refereed research publications

(d) statistical education — publication in subject matter journals, seminars and short courses

(e) technology transfer

(f) other non-refereed publications

(g) client evaluations

(h) participant on research proposals and grant applications

(i) other consulting-related achievements

(j) mentoring of undergraduate research and graduate consulting

 

3.6 Service to Professional Societies and the Discipline and Service and Engagement within the University

The Department of Statistics values service to both the university and the profession in many forms. Appropriate evidence for evaluation of teaching and mentoring may include, but is not limited to, the list below.

3.6.1 Service to Professional Societies and the Discipline and Service and Engagement within the University indicators:

(a) student advising and membership on student committees

(b) committee work

(c) refereeing, editing and other service to professional societies

(d) activity in the professional societies relating to statistical education

(e) participation in the affairs of the department, college, university and profession

(f) honors received related to service

(g) international activities

(h) other service- and extension-related achievements

(i) mentoring of undergraduate research and graduate consulting

 

  1. STANDARDS & PROCEDURES FOR PROFESSIONAL FACULTY IN THE LECTURER TRACK

4.1 Standards for Initial Contract/Subsequent Contract as Lecturer

4.1.1 Demonstrated ability or potential in the mutually agreed upon realms of responsibility.

4.1.2 A master’s degree, an equivalent degree, or equivalent professional experience.

 

4.2 Standards for Subsequent Contract/Promotion as Senior Lecturer

4.2.1 Demonstrated ability or potential in the mutually agreed upon realms of responsibility.

4.2.2 A master’s degree, an equivalent degree, or equivalent professional experience.

4.2.3 At least five years college-level teaching experience.

4.2.4 Demonstrated excellence in teaching and successful fulfillment of other realms of responsibility as defined in the faculty member’s Statement of Faculty Responsibilities.

 

4.3 Procedures for Subsequent Contract/Promotion in the Lecturer Track

4.3.1 Early in the Fall semester, appropriate Department Voting Faculty (DVF) will review all of the activity reports or resumes of Lecturers and Senior Lecturers up for contract renewal and potential candidates for promotion. The appropriate DVF will select the candidates to be considered for promotion. The Department Head discusses the DVF review with both renewal and promotion candidates.

4.3.2 Candidates and DVF will be informed about the procedures and deadlines set by the Colleges and the Provost each year as soon as they are available and will be followed. Candidates for promotion to Senior Lecturer do not need a full dossier (NCSU REG 5.20.34, Section 9), but do need a candidate statement, curriculum vitae, and documentation of teaching effectiveness.

4.3.3 Those faculty eligible to vote but not able to attend may submit absentee ballots. The department head will announce the deadline for submission of absentee ballots in keeping with required deadlines of the process.

 

4.4 Procedures for Change to Assistant Professor in a Professional Track

In the Department of Statistics, a title change from Lecturer Track to Assistant Professor in a Professional track is considered a new position and appropriate procedures must be carried out to fill it as the role contains new job duties.

5.1 Standard for Initial Contract as Assistant Teaching Professor

5.1.1 Ability or definite promise in the mutually agreed upon realms of responsibility

5.1.2 Potential for directing activities in the mutually agreed upon realms of responsibility

5.1.3 Ability and willingness to participate in department, college, and university activities

5.1.4 A doctor’s degree, an equivalent degree, or equivalent professional experience

 

5.2 Standard for Subsequent Contract as Assistant Teaching Professor

5.2 Developing reputation in the profession beyond the university

5.2.1 Evidence that growth in scholarly ability and productivity will continue

5.2.2 Effective teaching as evidenced by student and peer evaluations

5.2.3 Service with departmental focus. Participation in faculty meetings and seminars, membership on departmental committees.

5.3 Standard for Promotion to and Subsequent Contract as Associate Teaching Professor

5.3.1 Established good reputation in the profession beyond the university

5.3.2 Continued growth in scholarly ability and productivity

5.3.3 Effective teaching as evidenced by student and peer evaluations

5.3.4 Service mostly with departmental focus. Participation in faculty meetings and seminars, membership on departmental committees.  Taking part in the academic affairs of the department including participation in undergraduate and graduate student affairs.

 

5.4 Standard for Promotion to and Subsequent Contract as Full Teaching Professor

5.4.1 Well established reputation of excellence in the profession beyond the university

5.4.2 Assurance of continued academic development

5.4.3 Effective teaching as evidenced by student and peer evaluations

5.4.4 Service to the department, the university, and the professional community

5.4.5 Leadership within the university

 

5.5 Standard for Initial Contract as Assistant Professor of the Practice

5.5.1 Ability or definite promise in the mutually agreed upon realms of responsibility

5.5.2 Potential for directing activities in the mutually agreed upon realms of responsibility

5.5.3 Ability and willingness to participate in department, college, and university activities

5.5.4 A doctor’s degree, an equivalent degree, or equivalent professional experience

 

5.6 Standard for Subsequent Contract as Assistant Professor of the Practice

5.6.1 Developing reputation in the profession beyond the university

5.6.2 Evidence that growth in scholarly ability and productivity will continue

5.6.3 Effective interdisciplinary collaboration or consulting

5.6.4 Effective teaching as evidenced by student and peer evaluations

5.6.5 Mentoring of undergraduate research or graduate consulting

5.6.6 Service with departmental focus. Participation in faculty meetings and seminars, membership on departmental committees.

 

5.7 Standard for Promotion to and Subsequent Contract as Associate Professor of the Practice

5.7.1 Established good reputation in the profession beyond the university

5.7.2 Continued growth in scholarly ability and productivity

5.7.3 Effective interdisciplinary collaboration or consulting, with some relationships moving toward joint publications and grant support.

5.7.4 Effective teaching as evidenced by student and peer evaluations

5.7.5 Mentoring of undergraduate research or graduate consulting

5.7.6 Service mostly with departmental focus. Participation in faculty meetings and seminars, membership on departmental committees.  Taking part in the academic affairs of the department including participation in undergraduate and graduate student affairs

5.7.7 Mentoring of undergraduate research and graduate consulting

 

5.8 Standard for Promotion to and Subsequent Contract as Full Professor of the Practice

5.8.1 Well established reputation of excellence in the profession beyond the university

5.8.2 Assurance of continued academic development

5.8.3 Mature interdisciplinary collaboration or consulting, resulting in regular joint publications, grant support, and other externally recognized scholarly achievements

5.8.4 Effective teaching as evidenced by student and peer evaluations

5.8.5 Service to the department, the university, and the professional community

5.8.6 Mentoring of undergraduate research and graduate consulting

5.8.7 Leadership within the university

 

  1. PROCEDURES FOR PROFESSIONAL FACULTY WITH PROFESSORIAL RANK

6.1 Early in the Fall semester, appropriate DVF will review all of the activity reports and curriculum vitaes of faculty members up for subsequent contract and potential candidates for promotion. Lecturers and professional faculty members may request to be considered for promotions in rank based on consultation with or recommendation from the Department Head and/or DVF. The Department Head discusses the DVF review with both renewal and promotion candidates.

6.2 Candidates and DVF will be informed about the procedures and deadlines set by the Colleges and the Provost each year as soon as they are available and will be followed.

  1. REVISION OF DEPARTMENTAL STANDARDS AND PROCEDURES FOR PROFESSIONAL FACULTY

Any modification of this department RUL shall be approved by a vote of all tenure-track faculty and all full-time professional faculty, and requires a majority vote of support. A vote shall be taken either by secret ballot or open ballot, with the method of voting to be decided by a majority vote of the DVF.
