1. AUTHORITY

Pursuant to NC Gen. Stat. §143-64.01, which governs the surplus requirements for all state agencies, and as delegated by the Department of Administration, the State’s Surplus Property Agency, the NC State University Materials Support department is the designated university authority for the disposal of obsolete and surplus university property.

2. DISPOSAL REQUIREMENTS

2.1.    As required by both the State of North Carolina and NC State University, all university property, capital or non-capital, must be disposed of through the Surplus Property process administered by the Materials Support department. Materials Support is the only university office with the delegated authority to dispose of obsolete and surplus property.

2.2     Disposal of any tools, instruments, vessels, storage cabinets, refrigerators, etc. used in conjunction with radioactive or biohazard substances must be cleared/decontaminated by the Radiation Safety Office of the Environmental Health and Safety Department, (919) 515-7915.

2.3.    Before requesting disposal of devices that contain internal digital storage, such as personal computers, printers, scanners, copiers, projectors, and scientific equipment, the department must follow the Office of Information Technology’s Data Removal Procedures.

2.4.    University departments must follow the requirements and schedule provided in REG 01.25.12 – University Record Retention and Disposition Regulation, before disposing of university records.

2.5.    University departments may acquire surplus property from Materials Support.

2.6    Surplus items not acquired by other university departments are sold at regularly scheduled public Surplus Sale.
