1. Introduction

1.1. This rule sets forth the priorities and procedures of scheduling use of the Reynolds Coliseum and Weisiger-Brown Basketball Athletics Facilities by users who are not affiliated with a Varsity sport at NCSU ("Third Party Users"). It does not address scheduling procedures for NCSU Varsity athletic program activities or summer sports camps conducted by NCSU Varsity coaches and trainers.

1.2. NCSU Varsity Coaches who wish to use Reynolds Coliseum and Weisiger-Brown basketball athletic facilities in connection with a summer sports camp must follow the policies and procedures set by the Athletics Business Office.

1.3. Athletics facilities are limited to use of the game floors, the indoor track, the indoor batting cages and the indoor golf range (collectively referred to as "Athletics Facilities.") The game floor is the wooden basketball floor that is configured on top of the concrete arena surface in either Reynolds Coliseum or Weisiger-Brown Basketball Facility. Use of Athletics Facilities does not include use of locker rooms, weight rooms or offices unless the Athletics Facilities Office has granted specific permission for such use.

1.4. Users of NCSU Athletic Facilities must comply with both this rule and NCSU REG07.25.11 - Use of University Facilities, which also governs the use of university facilities.

2. Use Priority

The NC State Athletics Facilities Office permits use of NCSU Athletic Facilities based on the following order of priority unless an exception is granted by the Athletics Director:

2.1. NCSU Varsity Athletics Programs, to include maintenance activities

2.2. Athletics Department staff

2.3. University academic classes, research, and extension activities

2.4.Other university groups, departments or units

2.5. Student groups and Centennial Campus affiliates

6. Non-university groups

3. Reservations, Scheduling, and Use Agreements

3.1. Requests for Use of Facilities

All requests for use of Athletics Facilities must be submitted to the Athletics Facilities Office. Approval of the requested use will not be granted if the use will disrupt other scheduled academic or Athletics events/activities in either building. All requests to use the Athletics facilities should be made as far in advance as possible, but at least 48 hours in advance to allow for proper confirmation.

A tentative reservation for proposed use of the Athletics Facilities may be made by calling the Athletics Facilities Office. Tentative reservations may be cancelled at the discretion of the Assistant Athletics Director of Indoor Athletics Facilities or the Athletics Director. Circumstances that may cause such a cancellation include but are not limited to need for use by an Athletics Department user, need for repairs or maintenance, weather, and conflict with other Athletics Department functions.

3.2. Requirements for Authorization

Any user requesting use of the Athletic Facilities must submit to the Athletic Facilities Office a signed NC State University Athletic Facility Use Agreement. In addition, any user not affiliated with NC State University must submit proof of liability insurance with coverage satisfactory to the Athletics Facilities Office. All liability insurance is subject to verification.

No use of the Athletic Facilities may take place prior to submission of the required documents, receipt of a written confirmation from the Athletics Facilities Office, and payment of the applicable use fees.

3.3. Failure to Follow Facility Use Policies and Procedures

3.3.1. Failure to follow the rules for use of NC State Athletics facilities will result in loss of scheduling privileges and financial penalty.

3.3.2. Unauthorized users of Athletics facilities will be directed to leave immediately.

4. General Rules for Use of NCSU Athletics Facilities

4.1. Rules for Individual Conduct

4.1.1. Yelling, disruptive noises and disruptive music are not permitted during business hours.

4.1.2. Users are responsible for all clean up, security, and repair costs from each use.

4.2. Rules for Team or Group Conduct

4.2.1. Coaches, team staff, or other approved athletic department staff must appropriately supervise all practices/workouts.

4.2.2. The coach or staff member in charge of supervising a practice/workout must check restrooms for cleanliness and neatness following each scheduled practice.

5. Facility-Specific Use Restrictions and Fees

5.1. Reynolds Coliseum and Weisiger-Brown: Game Floors

5.1.1. Use Fee

Users will be assessed a use fee of $3500 per day/event or $125.00 per hour (whichever is less) for use of either game floor as scheduled through the Athletics Facilities Office.

5.1.2. Use Restrictions

5.1.2a. Use of the game floor may be restricted due to scheduled practices and university functions for the following sports: Women's Basketball, Volleyball, Men's Basketball, and meets for Gymnastics and Wrestling.

5.1.2b. The game floor is CLOSED to all users when Athletics practices or other approved uses and workouts are scheduled.

5.1.2c. Black-soled shoes, dress shoes, boots and any other shoes or equipment that can damage the game floor are prohibited on the game floor.

5.1.2d. No substances that can stain or damage the game floor are permitted on the floor including, but not limited to, food, chewing gum, tobacco products, alcoholic beverages, and soft drinks. Game floor users are permitted to use spill-proof containers for water and water replacement liquids only if the containers function properly, ensuring no spills.

5.1.2e. Roller blades, roller skates, skateboards and bicycles are not permitted on the game floor at any time.

5.2. Reynolds Coliseum: Indoor Batting Cage

5.2.1. Use Fee

Users will be assessed a use fee of $150.00 per day/event or $50.00 per hour (whichever is less) for use of the batting cage as scheduled through the Athletic Facilities Office.

5.2.2. Use Restrictions

5.2.2a. Use of the Batting Cage may be restricted during arena change over that requires the removal of the basketball floor and/or the bleachers.

5.2.2b. The Batting Cage is CLOSED to all users other than NC State Baseball and Softball Teams when practices or other approved uses and workouts are scheduled and have written authorization for use.

5.2.2c. Use restrictions for the Reynolds Coliseum game floor also apply to users of the Batting Cage.

5.3. Reynolds Coliseum: Indoor Golf Range

5.3.1. Use Fee

Users will be assessed a use fee of $150.00 per day/event or $50.00 per hour (whichever is less) for use of the golf range as scheduled through the Athletic Facilities Office.

5.3.2. Use Restrictions

5.3.2a. Use restrictions for the Reynolds Coliseum game floor also apply to users of the Indoor Golf Range.

5.4. Reynolds Coliseum: Indoor Track

5.4.1. Use Fee

Users will be assessed a use fee of $250.00 per day/event or $25.00 per hour (whichever is less) for use of the track as scheduled through the Athletic Facilities Office.

5.4.2. Use Restrictions

5.4.2a. Any shoes, starting blocks, or other equipment that can damage the indoor or outdoor track surfaces are prohibited. Certain shoes are expressly prohibited - needle/pin or pyramid spikes longer than 3/16", baseball spikes, black soled shoes, dress shoes, boots) because of permanent damage and markings that result.

5.4.2b. The use of carpet or plywood is required if heavy objects are placed on the track surface. The dragging of such objects on the surface will cause permanent damage.

5.4.2c. The concourse is CLOSED to all users when Athletics practices or other approved uses and workouts are scheduled.

5.4.2d. Use of the Indoor track surface may be restricted during working hours (8am to 5pm) to minimize possible disruption to other building users in classrooms, offices and the arena.

5.4.2e. Use restrictions for the Reynolds Coliseum game floor also apply to users of the Indoor Track.
