1. PURPOSE
This regulation describes the procedures for establishing positions exempt from the State Human Resources Act (“EHRA” positions) at North Carolina State University (“NC State”). The procedures outline NC State’s compliance with the guidelines provided by the University of North Carolina System Office and the Office of State Human Resources in determining if a position should be established as an EHRA position.
2. COVERED POSITIONS
All EHRA employee positions at NC State University are subject to the procedures outlined in this regulation. Postdoctoral appointments are covered under NCSU REG 10.10.08 – Postdoctoral Scholars and House Officer appointments are covered under NCSU REG 05.20.36 – College of Veterinary Medicine (CVM) House Officers rather than this regulation.
3. PROCEDURES FOR ESTABLISHING NEW EHRA POSITIONS
A position is “new” if it is not a position vacated by the person who previously held the position. Additional internship and residency positions in the College of Veterinary Medicine will not be considered “new.”
3.1 EHRA faculty positions
Academic departments wishing to establish a new faculty (tenured/tenure track and professional track) position must submit a job description and supporting documents through the position management module in PeopleAdmin. The Classification and Compensation Unit will review the request and endorse when it is appropriate.
3.2 EHRA non-faculty positions
3.2.1 Departments or units requesting to establish a new EHRA non-faculty position must submit a completed request to University Human Resources (“UHR”) Classification and Compensation Department for review and endorsement. UHR reviews the request to ensure that the position meets the requirements of being classified as “EHRA instructional, research or extension.”
3.2.2. Departments or units requesting to convert a position from SHRA to EHRA non-faculty must submit a completed request to the Classification and Compensation Department in UHR for review and endorsement. UHR reviews the request to ensure that the requested conversion meets the requirements for being an “EHRA instructional, research or extension” position.
3.3 Senior Academic and Administrative Officer (SAAO) positions
Departments or units requesting to establish a new Senior Academic and Administrative Officer (SAAO) position must submit a completed request to the Classification and Compensation Department in UHR for review and endorsement. UHR reviews the request to ensure that the position meets the requirements of being classified as “Senior Academic and Administrative Officer” (SAAO) and whether it can be approved on campus per delegated authority or must go to the University of North Carolina (UNC) System Office for approval. UHR forwards the SAAO position request to the Chancellor and to UNC System Office for approval, as appropriate.
4. REQUESTS TO CHANGE THE TITLE AND/OR DUTIES OF AN EXISTING EHRA POSITION
A change of title of an existing EHRA position may be requested when additional duties have been added to an employee’s position or to a vacant position.
4.1 EHRA faculty positions: Departments or units desiring to change the title and/or duties of a faculty position must submit a completed request to the Classification and Compensation Department in UHR for review and endorsement. UHR reviews the request to ensure that the position meets the criteria to be an EHRA faculty position.
4.2 EHRA non-faculty positions: Departments or units desiring to change the title and/or duties of an EHRA non-faculty position must complete a request to the Classification and Compensation Department in UHR for review and endorsement.
